Proposal Summary:
MSI is currently seeking technical experts for possible short-term technical assistance (STTA) assignments under the anticipated USAID/Improving Learning Outcomes for Asia (ILOA) Activity. This Activity will provide analytical and implementation support services to USAID Missions in Asia and their partners, and to the Asia Regional Bureau (USAID/Asia), to assist them with designing, implementing, and evaluating a full range of education programming from early childhood to higher education.
USAID operates 15 bilateral missions and country offices in Asia: Afghanistan, Bangladesh, Burma, Cambodia, India, Indonesia, Kyrgyz Republic, Nepal, Pakistan, Philippines, Sri Lanka, Tajikistan, Timor-Leste, Uzbekistan, and Vietnam. USAID also operates three regional missions in Asia: the Regional Development Mission for Asia in Thailand, which manages regional programming and development programs in countries without missions; the Pacific Islands Regional Office based in the Philippines, which covers 12 countries in the Pacific; and the Central Asia Regional office based in Kazakhstan, which oversees development programs in Kazakhstan, Turkmenistan, and across the region.
Position Summary:
MSI will be responding to the need for a range of analytical services by the USAID/Asia Bureau, existing and future Missions, offices and partners in USAID-supported countries throughout the Asia region. Analytical support by this consultant will inform evidence-building and pipeline project efforts related to reaching marginalized populations, children with disabilities, education in emergencies, youth workforce development, social-emotional learning, 21st century skills, STEM, distance learning, higher education partnerships, education accountability, systems strengthening (including book supply chain, education finance and resource management. Part-time consulting assignments can vary in length from two months to a year. Consultants can work remotely from home, but depending on the assignment,1 to 3 weeks of travel to/within the Asia region could be required. In some instances, MSI will require consultants to provide in-country full-time senior advisory support for several months for a USAID Mission or Bureau.
Responsibilities:
Short-term analytical and technical services could include:

Education sector assessments (to inform project design and/or implementation).

Student assessments.

Host-country education systems analysis.

Social and gender assessments.

Training and institutional capacity development to strengthen local systems.

Surge expertise (technical advisor and subject-matter experts) as in-country team leaders to supervise emergency response support or "bridge projects."
Qualifications:
- Master's degree required.
- At least 5 years of experience required in the design, implementation, and/or management of technical assistance for, and/or monitoring and evaluation (M&E) of, donor-sponsored international education programs in lower-income countries.
- Experience in at least one of the low- or low-middle income countries in the Asian region strongly preferred. Asian-region language proficiency a plus.
- Education sub-sector experience required in at least one of the following areas:
- early childhood/pre-primary education.
- foundational skills.
- secondary education.
- workforce development.
- post-secondary education.
- Demonstrated expertise in monitoring, evaluation and learning required. Experience supervising or providing advisory services on any of the following: performance monitoring, sector assessment, social and/or gender assessment, student assessment, independent evaluation or other education research to inform program strategy or policy.
- Consultants with specialized expertise in the analytical areas described under "Position Summary" preferred.
- Experience and familiarity with USAID policies and compliance requirements a strong plus.
- Ability to travel to/within the Central, South and Southeast Asia region preferred.
